Garner's buildings, old and new

Garner is a town of about 31,000 people just south of Raleigh. Its commercial roofs fall into three groups, and each group has its own problems.

Downtown Main Street

The Downtown Garner Historic District holds a row of one and two-story brick stores facing the railroad, built roughly from 1883 to 1940. The Henry Bryan Store at 107 West Main Street, from about 1900, is said to be the town's first brick store.

The US 70 corridor

US 70 became the first paved highway in North Carolina in 1917, and it is still where most of Garner's shops and businesses sit. White Oak Crossing, near I-40 and US 70, broke ground for a 2003 opening and now covers about 710,000 square feet of big-box retail.

Warehouses and plants

Prologis Greenfield North has warehouses from about 62,000 to 152,000 square feet near the I-40 and US 70 interchange. The Greenfield 27 park added about 260,000 square feet in 2023. Amazon opened a large fulfillment center off Jones Sausage Road in 2020, and Pepsi Bottling Ventures runs a 350,000 square foot plant in town.

Weather that hits Garner roofs

Garner gets the same hot, wet summers as the rest of Wake County. Normal July highs at Raleigh-Durham sit near 91 degrees, and a roof in full sun runs much hotter. That daily heat works seams and flashing loose over time.

Storms have hit the town directly, too.

Hail

On May 13, 2019, golf ball-sized hail broke skylights at the Garner Walmart and closed the store for a time.

Tornado wind

On December 10, 2023, an EF-1 tornado with winds near 110 mph crossed Garner. Falling trees damaged buildings and roofs.

Hurricane season

Remnants of tropical storms bring long rains and gusty wind from June to November.

The roof problems that come up most in Garner

Parapet and wall flashing downtown. Old brick stores on Main Street have parapet walls around a low roof. Water gets in where the roof meets the brick, at cracked mortar and worn coping. Leaks often show up far from where the water enters.

Drains and edges on big warehouse roofs. A 150,000 square foot roof moves a lot of water to a few drains. If one clogs, water ponds and adds weight. Wide roofs also catch more wind at the edges, so edge metal has to stay tight after storms.

Skylights and rooftop units on retail. Big stores along US 70 carry skylights, HVAC units and pipes. Each one is a hole in the roof with flashing around it. Hail and years of heat crack those seals first.

Permits in Garner

Inside town limits, the Town of Garner Inspections department issues permits and schedules inspections. It no longer takes paper applications. Everything goes through its online SmartGov portal.

North Carolina law lets some roof work skip a permit. Work of $40,000 or less on a commercial building can go ahead without one if it replaces roofing and does not touch load-bearing parts or anything the Fire Code covers. Adding a new roof layer is not exempt. Projects of $40,000 or more also need a contractor licensed by the North Carolina Licensing Board for General Contractors. The contractor should say on the estimate whether your job needs a permit.

Drains and edges

Drains, scuppers, gutters and edge metal.

Wet insulation

Many inspectors use an infrared camera or take small core samples.

Storm damage

Hail bruises, lifted edges and debris, with dated photos for an insurance claim.

A written estimate

Repair, coat or replace, with the scope spelled out.

What it costs

The table on this page shows typical installed ranges per square from published national cost guides. It is not a quote. Big Garner warehouse roofs usually land lower per square than small downtown roofs. Tear-off, wet insulation, parapets and lots of rooftop equipment push the price up. A coating can cost far less than a new roof when the insulation below is still dry.

Frequently asked questions

Do I need a permit to replace a commercial roof in Garner?

It depends on the job. North Carolina law says work of $40,000 or less on a commercial building does not need a building permit when it replaces roofing and does not touch load-bearing parts or anything the Fire Code covers. Adding a new roof layer, or a bigger job, does. The Town of Garner Inspections department takes applications through its online SmartGov portal. The contractor should tell you in writing whether your job needs one.

Does Wake County or the Town of Garner handle roof permits?

For buildings inside Garner's town limits, the Town of Garner Inspections department at 900 7th Avenue issues permits and schedules inspections. It no longer takes paper applications or books inspections by phone, so everything goes through its online portal.

How far is Garner from Raleigh for a roof inspection?

Garner sits about four miles south of downtown Raleigh, reached by US 70, US 401 or I-40. That is a short drive, so getting a crew out is rarely the hard part. Your inspection is set up the same day you call.

Does hail really damage roofs in Garner?

Yes. On May 13, 2019, golf ball-sized hail broke skylights at the Walmart in Garner and forced the store to close for a while. Skylights, rooftop units and older flat roofs take the worst of it. Get the roof checked after any storm with hail.

My warehouse roof is only a few years old. Does it need an inspection?

Many of the Greenfield Parkway buildings came online in 2023 or the years just before. New roofs still need checks, because most warranty problems show up early and many warranties require proof of regular care. Drains, seams around rooftop units and edge metal come first.
